Ordinance

The Department of Land Use Planning and Zoning – Ordinance team is tasked with the monitoring, enforcement and protection of the Land and its Natural and Cultural Resources within the boundaries of the Gila River Indian Community (GRIC). 

The Ordinance Team on behalf of LUPZ receives its guidance and derives its authority from Title 8, Chapter 2 (Civil Trespass Ordinance), Title 20, Chapter 4 (Sign and Billboard Ordinance) and Title 15, Chapter 3 (Native Plant Ordinance) and their corresponding administrative processes.

The Civil Trespass Ordinance, the Sign and Billboard Ordinance and the Native Plant Ordinance and their administrative processes are intended to minimize the impact of undesirable behaviors and conditions, protect the Community’s Resources within the exterior boundaries of the Reservation and are intended to be rigorously enforced.

Civil Trespass Ordinance

Trespass onto the Gila River Indian Reservation (Reservation) in the past has caused serious damages to the Gila River Indian Community (Community), its members’ lands and natural resources and caused an intrusion on the privacy of Community Members and legal residents.  Trespassing continues to be a serious problem.

A right-of-entry permit is required for non-Community members and non-public areas in almost all cases.  Please consult the Gila River Indian Community Code, Chapter 2, Civil Trespass or contact the Department of Land Use Planning and Zoning – Ordinance team (LUPZ Ordinance team) for specific information.

It is also required that all persons/entities with a duly authorized right-of-entry permit or an exemption shall notify the LUPZ Ordinance team of the duration and scope of their presence on the Reservation. Such notification may be accomplished in the agreement authorizing the person’s presence on the Reservation, in the right of way application, by other written means or by following these administrative guidelines.

Native Plant Review

The Gila River Indian Community (GRIC) has an existing Native Plant Ordinance in an effort to protect cacti, shrubs and trees indigenous to the area.  This ordinance lists the types and names of plants that fall under this protection and what those protections are.

Sign and billboard

The Gila River Indian Community (GRIC) has an ordinance regarding signs and billboards.  The process permits the display of signs and billboards under specific conditions without being overly arbitrary or restrictive.  Please consult the Sign and Billboard Application Packet for detailed information about the process and rules for sign and billboard display.

Political Sign Permit

All political signs on the Gila River Indian Community (GRIC) require a sign permit. Requests for Political Sign Permits are reviewed and a decision rendered by the Natural Resource Standing Committee (NRSC). The GRIC Sign and Billboard Ordinance (2006)applies to all Community Lands, both Tribal and Allotted.The GRIC Department of Land Use Planning and Zoning (LUPZ) –Ordinance teamis available to assist and answer any questions pertaining to the process.
